The dissertation is devoted to theoretical and methodical foundations of innovative activity management at general educational institutions (GEI). On the basis of system analysis pedagogical innovation was regarded as new branch of pedagogic, the meaning of new terms was determined, the substance and specifity of innovative activity were selected, the content and value of innovative activity at GEI in the context of economical and political transformations were opened, the development trends of GEI management theory in innovative conditions were defined and scientifically proved, regularities of innovative activity management at GEI were represented; principle of innovation in GEI management.
