Scientific and practical peculiarities of continuing education development in Eastern European countries on conditions of normality of continuing education structuralism, functionalism, evolution have been researched in the dissertation. Specific domestic national and European and world factors having stipulated continuing education in Eastern European countries have been defined on the basis of the integral analysis of pedagogical, political and economic processes. Tendencies of the development of continuing education in Ukraine have been given theoretically and identified empirically, and on this basis possible ways of their utilization in new social economic conditions have been motivated. The general methodological position of continuing education study as complex organized the social cultural phenomenon has been well-founded.The principal trends of organizational pedagogical mechanism improvement for continuing education development in Eastern European countries and in Ukraine have been worked out
