Essay

The object is the social relationships in the sphere of organization and realization of personnel processes in public administration of Ukraine. The objective is the systematic elaboration of the theoretical and methodological basis and empirical means of complex approach to the main tendencies of the qualitative development of personnel processes in public administration of Ukraine in the conditions of international integration. The methods are historical, systematic, systematic-structural analysis, formal-dogmatic, comparative, juridical, sociological, statistical. The newness is that the esystem conceptual and complete analysis of state of personnel processes in public administration of Ukraine has been carried out, the definition of notions "personnel processes", "administration of personnel processes", "administrative situation" has been proposed. The results are that the specific recommendations and proposals related to perspective development have been worked out. The criteria of public serviceefficiency in the system of coordinating with public authorities have been defined. The guiding lines of public service optimization have been developed. The professional growth of public employees personnel corps as a factor of stabilization of personnel processes in public administration of Ukraine has been highlighted. The essence of monitoring of personnel processes, stages of evaluation of the necessity in public servants and creation of personnel reserve institution has been revealed.
