The dissertation provides analysis of theoretical and methodological basis for the evaluation of Human Resources (EHR) through the prism of Management of Human Resources (MHR) in the Civil Service. It offers to introduce a number of current notions into conceptual circulation of this sphere. The work substantiate viability of recognising the EHR in the State Management (through identification of the professionalism level) as a process of professional and personal "unfolding" of the evaluated staff member during the reporting period of work. The author confirms the multitudinous and multifaceted nature of the evaluation as management function; interaction of social technologies; realisation of interpersonal relations between the manager-appraiser and the staff member-appraisee; supportive business communication procedure; and a form of feedback. A general model for the annual staff appraisal and its stages has been established in this dissertation. The annual appraisal meeting between the manager-appraiser and the staff member-appraisee has been examined and considered as the main assessing procedure. The need to use such criteria of the annual EHR: "business performance", "professional productivity", "personal effectiveness" as basis for integral assessment of the level of staff professionalism has been shown. In order to maximise the individual nature of each appraisal process the author offers present-day general appraisal patterns for the staff evaluation. Current approach to the EHR as to the defining element of MHR has been reviewed and its organic link with motivation, encouragement, commitment and "unfolding" of the appraisee's career trajectory. The EHR has been examined as a complex dynamic chain of human (personal and interpersonal) relations. The results of the study could be used: in practice for the preparation and carrying out annual appraisals of civil servants in central government; for methodological support to managers and subordinate staff; in the education process of high education establishments preparing Masters of Administration (MA) in Stage Management.
