Goncharuk N. Administration of ruling staff in the sphere of public service of Ukraine

The object is the social relationship arising within the process of administration of ruling staff in the sphere of public service of Ukraine. The objective is the scientific basic and systematic elaboration of the theoretical-methodological grounds, complex analysis of the main problems, determining the ways for improving the administration of ruling staff in the sphere of public service. The methods are historical, comparative, analysis and synthesis, systematic, designing, systematic-analytical, structural-functional analysis, logical-semantic. The newness is that the at first the complex research of theoretical and practical fundamentals for the administration of the ruling staff has been made. The results are that the original definition of notions "ruling staff in the sphere of public service" and "administration of ruling staff in the sphere of public service" has been given; the complex analysis of personnel potential of different levels rulling staff has been made; the following models have been worked out: formation of the reserve for the ruling staff of state power bodies, major, also modified model for the professional training of the ruling staff in the sphere of public service; the approaches for the interpretation of the general and special principles of the work with ruling staff were improved as well as the classification and definition of the context of methods for administration of ruling staff.
