Essay

The dissertation is social and philosophical research of management. It is devoted to the creation of the outlook and ideological bases of the management theory, as a component of the general theory of management, which according to its specific and generic differences together with the theory of technical systems management and the theory of biological systems management, constitutes the ontological field of the modern science of cybernetics; the subject of it is the subject-subject relations; human centrism constitutes its major ideologeme while its theoretical kernel is the doctrine of human relations; in the morphological measuring it is given as a system of specific organs of functional origin, institualizing as state and intergovernmental formations like the UNO, UNESCO, ОSCE, as well as a variety of political and local self-government systems, trade unions associations, public movements and organizations; in the functional measuring it is revealed as purposeful and rational organizational activity which is determined by the organizational consciousness of man and regulated by value and semantic substratum; its contents consists in approving managerial decisions in the sphere of social life; its original attributive characteristics are stochasticity, openness, democracy, humanism, decentralization, as well as certain styles, principles and methods, distinguishing it from other ingredients of cybernetic knowledge. The architecture of management is explored as system; the essence of the notions of"management subject" and "management object" is defined; the criteria of management classification are exposed, among them there are: the type of human activity; the scale; the management subject; the management object; the sphere of human vital functions, special aims etc. The stages of management genesis are revealed; the criteria of these periods' defining are substantiated, among them there are specific peculiarities as far as the contents, form, methods, subject, object, scale, management social efficiency are concerned. It is grounded that the main stages of management genesis are the stage of the protomanagement (with its specific taboo-totem, police-state, church-religious periods), the stage of the management origin at the beginning of the twentieth century (that coincides with the period of the industrial society), and the stage of management formation (that coincides with the information phase of the world community development). The primary objective of the management of social processes is found out, namely: optimum providing of the society effective functioning and the support of the society integrity, assistance to the organization and external environment harmonizing coexistence. The management mechanism, including administrative, legislative and legal, economic, political, social and psychological, informative and ideological tools, is defined. Basic properties of the "management" and "administration" concepts are exposed in the terms of the general and the particular. There is developed a model of the modern management education aimed at molding a new generation of specialists majoring in management, who are capable of effective work under new social and economic conditions; there are stated characteristic features of the management education as of successive and predictable forming definite personality qualities required by society. Objective and subjective pre-conditions stipulating the necessity of a new format of the manager are found out; its essential characteristic features are defined. They are as follows: intellectualization of labour, providing of terms for individual creative potential self-realization, fundamental theoretical knowledge and highly professional practical skills and abilities interconnection. The thesis also contributes to the further development of the knowledge about the following: the essential features of the paradigm of management and its world view orientation; the managerial decisions, their contents, approving technology and a set of factors influencing the decision-making process efficiency; the creativity in the structure of manager's activity which is considered as space of forming new cultural senses of creative thinking and new models of its understanding; In the course of the research there was developed a philosophical and methodological complex of management as means of the outward world improving.
