Essay

The dissertation is devoted to the decision to a scientific task of increase efficiency of organizational development programs on the basis of improvement cognitive interactions of the stakeholders in a dynamic environment. Scientific novelty: first time is offered the conceptual model of organizational development programs of formation and carrying lessons of projects and the best practice into corresponding knowledge bases with their active use in the further projects; for the first time are offered cognitive model of interaction of the project stakeholders which enable an effective utilization of the best experience and lessons of the project during realization of organizational development programs; models of management are formalized by the project stakeholders in view of dynamics of their behaviour on a basis of cognitive approach. The model of interaction of the stakeholders is advanced on the basis of dynamic modelling in view of direct and integrated influence. The basic scientific result of research is the cognitive model of management the project stakeholders in view of dynamics of their behavior in programs of organizational development, formation and carrying of projects lessons and the best practice in corresponding bases of knowledge with their active use in the following projects. Developed cognitive models of management of the project stakeholders have found application in the project of modernization of legal institutions of the State tax administration of Ukraine and can be used in the future in systems of support of administrative decisions acceptance in management of projects. Area of use - projects of modernization of state institutions.
