Luchik S. Mechanism of preserving of labour potential of village

Object of research: processes of formation, reproduction and use of labour potential of village in conditions socialization of the market relations. The purpose of research: improvement of the mechanism of preservation of labour potential of village and development of methodical bases of formation, reproduction and use of the rural population. Methods of research: the monographic description, analysis, synthesis, induction, deduction and scientific abstraction; system, dialectic, logic, synergetic both historical; graphic and comparative; economic-mathematical modeling, correlation and regression of the analysis; forecasting and planning. Theoretical and practical results: the conceptual bases of formation of the mechanism of preservation of labour potential of village are developed which are directed on reproduction of the qualified labour and increase of its competitiveness. The basic theoretical rules are lead up to a level of methodical development and practical recommendations for preservation of labour potential of village, are accepted to practical use by the Ministry of agrarian politics of Ukraine; by a line of the agricultural enterprises of Chernovtsy area; by senior management of statistics in Khmelnitskiy area; by the Khmelnitskiy regional centre of employment; by agricultural cooperative society „Letava" Chemeroveck of area of Khmelnitskiy area; are used in educational process by Podolsk state аграрно-technical university of the Ministry of agrarian politics of Ukraine. Scientific novelty: the methods of maintenance of productive employment of the village population are determined, the conceptual bases of the complex target program of preservation and augmentation of labour potential of village are developed, the mechanism of its preservation is offered. The receptions of selection of parameters are proved which characterize influence of demographic factors on feature of preservation of labour potential of village. The conditions of improvement of quality of life of the village population are determined. Are advanced the regional approach to an estimation of existing labour potential of village and receptions of definition of interaction of a supply and demand of a labour. The sectored approach to the analysis of the tendencies of employment of the rural population is grounded and the methods of definition of a cost compound conjuncture of the village market of work are determined. Short-term and medium-term prognoses of birth-rate, death rate and quantity of rural population are elaborated. The essence of labour potential of village and concept „productive employment of the village population" is specified. Are proved the contents of deformation and further loss of labour potential. The conditions of preservation of labour potential of village, priority development of compound agrarian sector and contents of directions of escalating investment and innovation of potential of agrarian branch are investigated. Sphere of use is the activity of the executive bodies of authority, regional state administrations, territorial and branch bodies of management on an effective utilization and preservation of labour potential of village; the subjects of managing in sphere of an agriculture; research establishments on a structure of scientific work in agriculture; higher educational institutions.
