Research object: management processes by human development and its financial providing in the conditions of transformation of models of fiscal and social policy of Ukraine in accordance with the requirements of постиндустриального society. Purpose: development of theoretical-methodological and methodical bases of improvement of control system by human development and its financial providing, and also modification of traditional model of social and budgetary policy of Ukraine on the base of offered by the author of the between-disciplinary, complex going near the evaluation of quality of administrative activity in the conditions of постиндустриального society. Methods: scalarization; to the analysis of rows of dynamics, averages and grouping; graphic, measuring of connection. Novelty: methodology of research of control system is first worked out by human development and his financial providing, theoretical - methodical and organizational bases of the financial providing of control system are improved by higher education with an orientation on upgrading and availability of her services. Sphere of the use : in activity of Committee on questions of social policy and labour of Verkhovna Rada of Ukraine, in the educational process of the National university of aquatic economy and nature management.
