Levin P. The Economic Mechanism of Social Policy: Infrastructural Approach.

In dissertation the conceptual framework of the mechanism of economic and social policy was substantiated and scientifically - practical measures to improve efficiency and further development of social infrastructure were suggested. An institutional-evolutionary trend in social and economic policy, which covers the process of forming institutions, individual behavior, motivation market's agents and state structures, was developed. The theoretical schools that define the modern approaches to the implementation of social policy and social infrastructure development, their ethical and humanitarian aspects were considered. The role and essence of the economic mechanism as a theoretical category and institutional tools were revealed. Its connection with the system of social relations such as the budget and distribution, financial and credit, socio-psychological, legal were defined. The strategic courses and solutions to medical, social, cultural and communal public services, professional education, housing issues were suggested. Development of the economic mechanism should be target to the in improving the quality of labor potential. State policy of the social infrastructure modernization and its innovative development should be implemented in the following forms: the regulatory mechanisms of funding, social responsibility, public-private partnerships, non-profit institutions and social dialogue. The methodology was developed and the forecast of solvent demand for services was done, the mechanism of its regulation was suggested.
