The thesis deals with the process of school foreign language education development in the Council of Europe member states in 90th of the XX - the first decade XXI century based on the comparative analysis of national systems of school foreign language education development in European states. The research work introduces some conceptual scientifically grounded bases for the development of school foreign language education in the period of globalization and integration processes. Also the author determines the means of language policy formation by the Council of Europe Institutions. The linguistic, psychological, sociocultural and methodical concepts of school foreign language education and historical approaches to foreign languages learning and teaching are defined; the comparative analysis of global and national school foreign language educational systems in the Council of Europe member states on the frames of Common European Framework of Reference for Languages is fulfilled. The intensive qualitative development processes of modern school foreign language educational practice in the initial, secondary and high schools in the Council of Europe member states are characterized and the reformation activities concerning language instruction in other countries of the Council of Europe are determined. The comparative analysis of global and national tendencies in school foreign language education development in multilingual and multicultural Europe is carried out. The conclusions and proposals for European experience implementation in Ukrainian school foreign language instruction system are given. The comparative research is based on the educational and linguistic data of the Council of Europe Institutions on the frames of Common European Framework of Reference for Languages.
