The object of research is the process of systemic transformation of social policy in Ukraine. The aim of the thesis is to develop theoretical and methodological and scientific-methodological principles of systemic transformation of social policy in Ukraine, aimed at increasing its effectiveness. Research methods: the method of dialectical knowledge, comprehensive, systematic, historical and logical approaches, abstract and logical and others. Theoretical results: in the development and deepening of theoretical and methodological, scientific and methodological principles of systematic transformation of social policy, the scientific rationale and practical recommendations for the development and implementation of social policy in Ukraine. Practical results: lies in the fact that the conclusions of the study and development of practical importance. Scientific novelty: the first time: proposed areas of systemic transformation of social policy in Ukraine; of the scientific and methodological principles of socio-economic assessment of the effectiveness of regional social policy, the necessity of a system in Ukraine independent social expertise, sophisticated, meaningful description of the category of "social policy", classification functions of social policy, directions of transformation of human rights-based rationale for their consideration as a guarantee minimum conditions necessary for socio-economic activity of man, organizational and economic principles of the strategy of social enterprise development, had the further development.
