Bendasyk O. Formation of mechanisms of social policy realization on the basis of ensuring social security

The subject of investigation is socio-oriented society. The purpose of investigation is the development of theoretically methodological principles of formation the social policy in the context of achieving the constant social security and the mechanisms of its realization. The methods of research are epistemological, system and analytical, functional and structural, the methods of induction and deduction. The practical importance of the obtained results consists in that the main statements of the dissertation are the basis for the development and adoption of the decree of the President of Ukraine "About the main directions of social policy of Ukraine for the period till 2015". The scientific novelty of obtained results is that first the theoretically methodological principles of formation the effective social policy in the context of achieving the constant social security have been justified; the priority directions of the state social policy based on the principles of guarantying social security have been identified; the mechanism of realization the effective social policy on the principles of using politically judicial, financially economical, institutionally informational and ecological methods and instruments of activity of the governmental authorities, has been suggested. The criteria of analysis which allow to justify the effectiveness of the social policy in the context of national social paradigm of development; the factors which have impact on the reproduction of the population; the mechanism of calculation of financing the public health service of the regions on the principles of program purposive approach; the main factors of globalization; the complex approach to the creation and realization of programs of productive employment in the regions, have been improved. The classification of models of socio-oriented societies; the main principles of the social policy in Ukraine; the factors justifying the actuality of the problematics of the social security of the state; the theoretically methodological statements of investigating the labour market and possibilities of its regulation; the recommendation for the approaching of the subsistence minimum to the real value of the consumer goods basket and services and correspondence to its legislation and international standards, have been further developed.
