The integral synergistic theory of the operation and development of educational systems the BM-system theory ("systems without borders") another name theory of educational networks is worked out for the first time. The assens and specificity of conceptional apparatus is scientifically based. The principal concepts are defined "directed development", "the rule of self organization", "educational network", "target project". The structural and organizational model of innovative system of general secondary education in rural area. The notion of territorial district educational makroinstitution of network type is introduced. The classification of territorial educational areas and normative organizational provision of the functioning and development are worked out. It is theoretically motivated and directed development usage as a tool of educational systems reforming. It is worked out experimentally tested the technology of project-aimed management of educational systems in which the innovative integral projects are used as tool of directed development maintenance and its ordered complexes - the cascade programmes of development. On the basis of worked out theory and by means of the directed development theory usage it is implemented in practice the regional educational district for the first time and it is ensured a high level of quality and evaluability of secondary education in the rural area.
