Concept and category scientific definitions have been systematized; both ascending matters and the basic content of "professional mobility" notion have been revealed and specified in the work. Besides, the staff professional mobility structure has been developed; functions of professional environment, which must be determined by the professional mobility objective factors have been characterized and defined. The content of value focused qualities complex in the staff professional mobility structure has been discovered in the studies. The author characterized the complex of competence qualities in the staff professional mobility structure, formed system approach to the essence of the staff professionalization and professional deformation processes. He grounded the model of the civil servants professional mobility control and gave recommendations as for its implementation.
