Essay

The object of study: state social policy of Ukraine. The aim of study: the substantiation of theoretic-methodological and applied principles of state social policy in the context of Ukraine Social Doctrine development and implementation. Methods of study: historical, logical, systematic, comparative, synergy, institutional, structural, functional, communicative, prescriptive and integrated approaches; dialectical, epistemological and formal-logical methods; analysis and synthesis, methods of abstraction and generalization; induction and deduction methods; analogy, observation, measurement, comparison; mathematical and statistical techniques and methods; method of formalization; the ascent from the abstract to the concrete and from concrete to abstract; axiomatic, functional and structural methods; graphical and holistic methods. The practical significance of results lies in the fact that results of the present thesis can be used during the formation of strategic principles of Ukrainian state social policy and tactical approaches to its implementation. The present scientific work can also be used in the process of Ukraine Social Doctrine creation and in a work of state authorities regarding the improvement of social legislation. Scientific novelty of results lies in the fact that it was the first time when the nature of State Social Doctrine was justified as a systematic study; theoretical and methodological approaches to the content of state Social Doctrine understanding and proper ascertainment were developed; a holistic scientific concept of Ukraine Social Doctrine principles development and implementation were put forward. Were implemented: theoretical and methodological approaches to social security and welfare system formation; the interpretation of state social standards; the formula of intergovernmental transfers' allocation; theoretical and methodological approaches to the state social policy handling. Further developments have got: classification of social institutions; classification of state social policy types; theoretical and methodological approaches to state social policy effectiveness determination; classification of social benefits.
