In the dissertation mechanism of a functional inclusiveness of mental (subjectively carried out) processes in objectively carried out activity of neural systems of a brain, which realize these mental phenomena, is investigated. It is shown that activity of such systems of a brain show itself by means of process of signification. It allows to reveal in its activity sintactic, semantic and pragmatic aspects. Last two aspects of activity of neuronal systems of a brain form mental (psychosemantic), subjectively functioning sphere of the person. In this sphere specific processes of processing the information which provide creating of the new information on the basis of information already fixed in a brain and not carried out by neural networks in itself, without realizing by them of these mental phenomena are carried out. The research concept asserts that thanks to the factor of subjective value of the information (pragmatical aspect of activity of functional systems) in psychosemantic sphere integration of ontogenetic experience of the subject is carried out. It allows the person to form adequate mental models of the future for realization of adequate behavioral answers on environmental novelty. Revealed mechanism of psychosemantic regulation consists in the following: the semantic-pragmatical aspect of activity of functional systems of more organized (operating) hierarchical neuronal levels as it integrates in itself experience of the subject, causes activity operated functional systems, and, because of it, behavior of the subject too.
