Essay

The object of the research is the politics of the Russian empire, Ukrainian Central Rada, Ukrainian National Republic, proclaimed by it, and Ukrainian State in sphere of trusteeship above the refugees of the First world war. The aim of the dissertation is research of activity of state authority bodies and local self-management, the Russian Empire society, Ukrainian Central Rada, Ukrainian State on settlement of a problem of the refugees of the First world war. The follow-ing methods are used: deduction, induction, analysis, synthesis, method of analogy; historical-genetic, historical-comparative, historical-typological, historical-system, chronological, chronological-problem, problem-chronological, retrospective; statistical, mathematical, cartographical. The scientific novelty of the research: in the thesis, complex analysis of state authorities and local government work, the Russian Empire society, Ukrainian Central Rada, Ukrainian State on the problem of refugees regulation as new social phenomenon originated on Ukrainian territory by World War I was carried out on the basis of the usage of significant and unknown source base area; complex analysis of state authori-ties and local government work, the Russian Empire society, Ukrainian Central Rada, Ukrainian State on the problem of refugees regulation as new social phenomenon originated on Ukrainian territory by World War I was carried out on the basis of the usage of significant and unknown source base area; the causes of refugees appearance, conditions and meth-ods of their evacuation were investigated, their summarized sex and age, socio-ethnical characters were created; the evo-lution of normative base of refugee welfare during World War 1, transformation in creation of central and local organs under the Russian Empire, Ukrainian Central Rada and Skoropadsky hetmanship was analyzed; the portrait of various social, charitable, ethnical, committees for helping refugees, their structure and personal composition, evolution and re-lationships with new Ukrainian government that appeared after February revolution in 1917 were quoted; the mechanism of refugees reevacuation was also analyzed; the conducted research brings us to the conclusion that refugees problem as one of the crucial humanitarian problem of World War I became the significant thrust of the Russian Empire, Ukrainian Central Rada and Ukrainian State inner politics, a part of that time society that was ready to host, lend a helping hand and support. The practical significance: the materials of the dissertation can be used at a spelling of generalizing works on a history of Ukraine, world history, at teaching of special courses on a problematic of migration processes and rights of the man at average and high schools, for a spelling of works of local-lore study character. The sphere of use is higher educational establishments.
