Essay

The object is the process of creating offices on managing programs and projects of project-oriented organization. The aim is development of methodological bases of the synthesis of the system of offices on managing programs of project-oriented organization which will allow to increase efficiency of program project fulfillment, cut costs and time for their fulfillment and improve their quality. The methods of the research are: system and process approaches, theory of graphs and system modeling; principles of system analysis; methods of mathematical modeling and fuzzy mathematics; methods of multi-criteria estimation and optimization, discrete programming. The theoretical and practical results are: the developed principles of the model and methods of the synthesis of the system of offices on managing programs serve as a methodological base for regulations of managers' actions during the synthesis of the system of project offices. For the first time the following issues have been developed: the methodology of synthesis of the system of offices on managing programs; the logical model of structural synthesis of the system of offices on managing programs on the basis of theoretical and multiple description of program managing considering the process approach; the models and methods of choosing the program and its decomposition on the projects; the models of choosing the places of location of separate offices and their structural subdivisions that allow, unlike the existing ones, taking into consideration the criteria with fuzzy estimation of parameters. The following issues have been improved: the models of determination of the types of organizational structures of program project management and the levels of functional powers of the offices; the models of choosing the program and technical support of project offices; choosing managers and office teams on managing program and projects; the models of organization of information links by synthesis, development and re-engineering of territorially distributed computer networks considering the precedents. Such issues were further developed: the methods of multifactorial estimation and optimization on the account of distribution of the new class of objects. The field is program management.
