The author researches the complex problems associated with the revival and development of education of the ethnik minorities of Ukraine during 1990-2000's. It is investigated the place and role of the education of ethnic minorities in ideology of state and social and political development of independent Ukraine. Subjective and objective factors are widely covered in the light of modern conceptual approaches. They influenced the revival and development of education. It is clarified value factors determining rates of educational response. It is illustrated the changes in regulations, principles of home legislation which regulated the educational rights of ethnic minorities and organization of the ethnic educational system. It is analyzed the supreme bodies of state power and administration. The forms and methods of a number of non-governmental organizations monitoring human rights for education are shown. The existing systems of education and upbringing are evaluated by experts. The role of the mass media is determined. This paper considers the contribution to the development of ethnic educational network of various ethnic self-government in Ukraine, their forms of cooperation with the government, NYOs and international institutions. It was made an attempt to analyze the effectiveness of the infrastructure network of national cultural societies, to define educational motive in their activity. The changes were found in the complex of thearetical infrastructure components of ethnic educational space which are based on the diverse sources and material. It was paid a particular attention to the scientific support of educational institutions, changes in the schools' system, preschool, classes of students' contingent, forms of cooperation of higher educational institutions and secondary schools to satisfy the linguistic and educational needs of ethnic groups. The general trends in pedagogical, technological and methodological support of educational process in educational institutions of ethnic minorities were indentified.
