Object of research: the processes forming up and development of human resources; The purpose of work: To study and develop conceptual provisions methodologies and methodological support of forming up and development of human resources in combat and everyday service, whose application in practice a precondition for staffing military posts and as a result – to ensure the formation of a public good – military security; Research methodology and instruments: dialectical method of scientific knowledge, analysis and synthesis, historical, logical and synergistic approaches, the method of correlation analysis, survey method, the method of mathematical modeling and forecasting Box-Jenkins method of cluster analysis, optimization method of Newton; Theoretical and practical results: the concept of military security and demographic component of science – military demography has been broadened; content characteristics of the concept of «military service» have been defined; the choice of manning military positions has been justified; the features of labor market for in combat and everyday service has been identified; the sufficient social and economic conditions of forming up and development of human resources in combat and everyday service have been defined; the methodological approach to forming up and development of human resources in combat and everyday service has been grounded; the methodical approach to conducting an active policy of military formations in the labor market has been improved; the scientific and methodical approach to stimulate employees to combat and everyday service through vocational guidance, training and education has been improved; the scientific and methodical approach to maximize mutual benefit of an Employer and an Employee under the insufficient social and economic conditions of forming up and development of human resources in combat and everyday service has been grounded; the scientific and methodical approach to evaluate the validity of a legal act has been developed; the mechanism of forming up and development of human resources in combat and everyday service has been improved; Subject and degree of introduction: development implemented in practice the Coordination Center of Economic Reforms of the Presidential Administration; Ministry of Labor and Social Policy of Ukraine; Office staff Main Directorate of the NGU; Department of Education and Science of Kharkiv Regional State Administration; teaching at the National Academy of the NGU «Psychological work in military units of the NGU», «Military-Economic Analysis»; Military Academy (Odesa) «Management of daily operations units», «Basic military control», «Military Psychology», «military education»; The sphere of application: social protection of servicemen, learning process.
