Object - the processes of formation and use of human capital, their socio-economic consequences; goal - development of scientific-theoretical bases, methodological, methodical and practical recommendations about formation of human capital and scientific justification of the priorities and mechanisms of human capital management in order to improve the quality of life of the population; methods -abstract-logical, historical and logical analysis, analysis and synthesis, classification and typology, sociological surveys, economic-statistical, comparative economic system analysis; novelty - for the first time argued that the formation of scientific and methodological profile of the economic category "capital" has to happen on a complementary basis; for the first time defined the circumstances which have contributed to the emergence of new forms of capital - human capital; first, it defines the methodological plane analytical study, within the perspective of the study from the standpoint of "economic asset" and view the study from the standpoint of "economic effect"; developed and applied a technique of a complex estimation of the efficiency of processes associated with the formation and use of human capital; the revised definition of economic category "human capital"; clarified the place of the category "human capital" in the conceptual device of an economic science; the constituents of human capital, as well as the approach to decompose the problem of human capital on levels of economic systems; developed an understanding of the role of human capital in the formation of post-industrial society; further development of a system of ideas about the quality of life of the population and directions of its improvement, as well as the understanding of the mechanism of influence of demographic processes on the formation and use of human capital; developed a set of methods, tools and priorities the modernization of society.
