Essay

This dissertation is devoted to application of a strategic paradigm in modern public administration and in the professional development of public servants. The historical and legal aspects of the strategic management formation of the state as a phenomenon and process with the appropriate definition of the role of a public servant are determined. On basis of this analysis the public administrative system was acquired such principles as: honest voluntary exchange; distributive justice and decent human existence. Thus "the ideal of justice" and "the equality before the law" in public relations have defined the nature of the professional activities of public servants. Social conflicts formed a public request for two key characteristics of the public servants: common sense (the amount of knowledge necessary for a given situation, the ability to analyze the related event information and make the right conclusions as the basis of the development of critical, analytical thinking), as well as awareness and initiative implementation of innovative ideas about the common good as an imperative - social necessity (abstract, strategic thinking). The characteristic features of the evolution of the public service as a social institution are established and specified as a set of socio-cultural norms, their elaboration, correction and implementation in social relations.
