The thesis explores the development of methodological foundations of the gender-oriented management to increase the value of the results of the project activity by creating new and developing well-known theoretical foundations, models, methods and tools for project and program management. The conceptual model of the architecture of the program is proposed in which the gender context is included in all stages of management: “the formulation of the mission”, “strategic initiatives”, “measures (project actions)”, “expected results”, “values (final results)” on the basis of structural-logical analysis of state and local sustainable development programs. It is noted that new methodological possibilities and for organizing the effective work of the project team through the application of creative methods and tools in all phases of the life cycle are opened with the application of gender theory. The model of identification of feminine (creative) instruments and methods in the system of SMVC is proposed. It is presented with the necessary characteristics for “timely demonstration of creative thinking” in all areas of project management knowledge (apart from “project management” and “resource management” management) and project cycle phases (other than “completion”). The application of this model makes it possible to make decisions that are scientifically justified and genderbalanced in defining the boundaries of the functions and competences of the gender manager, as well as the selection of the role assignment for the office of gender-based project management (PMOG): in the functional one – “PMOG-supportive”, in matrix – “PMOG-manager”, in the project – “PMOG linear”. The application of the scientific results of the thesis in the project activities of state administrations, local governments and higher educational institutions confirmed the effectiveness of gender-oriented project and program management for obtaining additional (gender) values of results.
