Essay

The dissertation presents the results of the historical and pedagogical research of the theory and practice of marine education in the south of Ukraine, the theoretical and methodological principles are substantiated. The content, forms, methods and the leading tendencies of its development during the 30-th years of the XIX - the beginning of the XXI centuries have been substantiated. The sources of the research are characterized and the results of the analysis of published and archival materials are presented. The methodological foundations based on rational reconstruction, systemic, structural-functional, synergetic, concrete-historical, historically chronological and spatial-environment approaches are founded. Socio-economic factors (adaptation of the system of maritime education to political transformations, content dependence of maritime education on the level of science and technology development, the identification of the training interaction organization with the substantive space and educational and professional environment, the dependence of maritime education on the priorities and features of economic policy) and the historical and pedagogical development basis of the maritime education system. The gist of the basic concepts. Retrospective analysis of archival funds, historical and pedagogical and special literature allowed to reveal a certain stage of development of maritime education in the south of Ukraine, depending on socio-economic, organizational and pedagogical conditions. Having selected the political regimes as criteria of periodization, features of economic development of the region, change of priorities of foreign policy and ideological settings, the author identifies and substantiates the periods in the establishment and development of maritime education in the south of Ukraine in the 1930's and the beginning of the 21st century: 1) spontaneous- constituent(1830s - the second half of the 1850s); 2) the first reformative (the second half of the 1850s - the beginning of the 1870s); 3) the second reformative (the beginning of the 1870s - the beginning of the 1900s); 4) legislative (early 1900s - 1920); 5) researching and unification (1920-1991); 6) imitation-updating (1991-2013). The content of maritime education, which consisted of theoretical (set of general and special subjects) and practical (shipboard and workshop practice) parts, was substantiated. The organizational and pedagogical basis of the college educational process included the forms of education (lectures and practical classes); methods (explanatory-illustrative and reproductive); teaching aids (student books (in Russian and foreign languages), models of ships, marine instruments, atlases and maps). An analysis of changes in the historical and pedagogical foundations of maritime education on the investigated chronological period provided grounds for identifying the peculiarities of its organization, as well as positive, changing and negative trends of development. It was stated that during the period of the 30th years of the 19th and the beginning of the 21st century, the south of Ukraine served as the territory of a highly efficient industrial complex connected with the development of sea and river transport, shipbuilding and ship repair. This fact serves as the basis for proposing a solution at the state level on the creation of a single educational and professional environment in the region for the training of specialists for the maritime industry and the marine industry management system based on educational and production cooperation, particularly in the form of clusters. The main directions of extrapolation of the constructive historical and pedagogical experience and progressive ideas of the development of marine education are determined and the possibilities of their reactivation in the modern conditions of the educational reform.
