Kudlayenko S. Forming mechanisms for social policy implementation in the context of European integration processes intensification.

The thesis is devoted to theoretical and methodological foundations substantiation and developing scientific recommendations for forming mechanisms of social policy implementation in conditions of European integration processes. Within the framework of the research, the author considered theoretical and methodological aspects of forming social policy strategies, analyzed interrelations and interdependence of social policy and the level of the country’s economic development, worked out criteria and mechanisms for implementation of social reforms. The thesis suggests a radical change in approaches to understanding and implementing state’s social policy, where the main objective is not the social support of the most vulnerable segments of the population, but the public welfare of the whole population. Structural schemes of forming state social policy were elaborated in the research. They are applicable for various social spheres of a state. The author developed a model of institutional interaction in mechanisms of social policy implementation in the spheres of labor and social protection of the population and a process model of indicative regulation of the possibilities of social policy implementing in the pursuit of European social standards, which proceed from the needs of the concept of comprehensive personality development and social progress. The author developed, constructed and scientifically and methodologically described the functioning of mechanisms of structural models for the state social policy implementation in the spheres of education, health care, social protection, labor and social and labor relations, ensuring and improving the quality of life in accordance with the comprehensive personality development requirements and achievement of social progress. It is proved that the main thing is finding ways to solve acute social and economic problems, related to providing of social and economic development of territories and social progress of the population in conditions of European integration processes activation through measures of state social policy. According to the results of the research, the author proposed practical solution of problems, aimed at successful increase of social and economic development indicators and ensuring social progress of the population in state social policy forming and implementing mechanisms, which is reflected in the practice of executive bodies of the national, regional and local levels.
