Object of the study: processes of spatial mobility of the population (PSM) in the context of human development policy; the purpose of the research: development of theoretical, methodological and methodological foundations of spatial mobility of the population research, forms of its organization, as well as scientific substantiation of its regulation mechanisms in the context of human development policy; research methods and equipment: methods of synthesis, induction, deduction, abstraction, generalization, classification, periodization, comparison, grouping, methods of statistical analysis, factor analysis, index method, method of cluster analysis, modeling, economic and mathematical modeling, method of sociological survey, graphical method; theoretical and practical results: the methodology of analytical migration has been formed, which includes a set of methods and techniques of complex of spatial mobility of the population analysis aimed at approximation of structural-functional, regulatory, socio-cultural assessments and measurements of problem phenomena and processes to the requirements of human development policy from the point of view of the new economy, social state interests, the information society; a three-dimensional spatial mobility of the population coordinate model is proposed to allow mobile population movements to be considered in the coordinates of space, time and cost of human capital; substantiates the content and target priorities of the Concept of State Policy of Human Development of Ukraine in the conditions of a highly mobile society as a complex long-term orientation of transformations; the strategic imperatives of social protection of the highly mobile population of Ukraine as determinative, long-term guidelines are substantiated; the theoretical and applied understanding of the content of human development and the policy of its provision has been improved; theoretical and applied peculiarities of formation of relational space of active-mobile person, its difference for societies with different level of development; the theory of mobile transitions has been refined, which generalizes the nature and directions of population displacement by identifying a new sixth stage, which involves the transformation of real displacements into virtual forms determined by the conditions of the information economy; developed a system of mechanisms and instruments for regulating of spatial mobility of the population; a step-by-step approach to the formation of the monitoring system of the spatial mobility of the population of Ukraine is proposed; the conceptual and terminological basis of the study of the mobility of the population is defined with the definition of the basic approaches to understanding its essence, as well as the classification of types of mobility by the criteria of purpose, subject, method of realization, temporal and spatial dimension, motive, need, consequences; staging of world-class spatial mobility of the population practices that reflect changes in its perception in different periods of human development from invariant to self-actualizing is substantiated; the theory of spatial mobility of the population factors with systematic representation of mutual determinations of mobility with other phenomena and processes, definition of conditions of its positive influence at the global, national, regional and personal levels is specified; a systematic approach to spatial mobility of the population analysis is proposed, which reveals major research objects, analysis vectors, and performance analysis objects; developed methodological approaches to the analysis of the regional specificity of spatial mobility of the population of Ukraine with the reflection of the results in the matrix positioning of regions and their distribution in terms of internal migration potential on the basis of the Stewart-Ravenstein model; the systematic approach in the research of the infrastructural support of the implementation of spatial mobility of the population with the determination of the logic of the connections of its formation is substantiated; theoretical and methodological principles of formation and practical peculiarities of realization of the state policy of human development of Ukraine in the conditions of high-mobility society are distinguished; degree of implementation: developments implemented in the practical activities of Committee on Social Policy and Labor of the Verkhovna Rada of Ukraine, State Migration Service of Ukraine, Federation of Trade Unions of Ukraine, Ministry of Finance of Ukraine, Main Department of the State Migration Service of Ukraine in Lviv region, Department of Social Protection of Population of Lviv Regional State Administration, Lviv Regional Employment Center; scope: improving the process of spatial mobility of the population regulation in the context of human development policy.
