Essay

The dissertation is devoted to substantiation of theoretical foundations, development of methodological, conceptual and methodological provisions, as well as practical recommendations on problem - oriented development of human resources at macro, meso and micro level. The paper proposes a concept on the formation of problem-oriented development of human resources, which solves the important scientific and practical problem in Ukraine to ensure the effective development of human resources through a comprehensive approach to the identification of problems at the macro-; meso-; and microlevels and the development of effective tools for overcoming existing and potential human resource development problems. Scientific approaches to the essence of the categorical apparatus of human resources development are systematized in the work; generalized scientific approaches in the theories of human resource management and human resource development; theoretical aspects of existing approaches to human resource development are explored. The substantiated system of terms of the problem-oriented system of human resources development: human resources; problem; system; management development. The essence of the concept "problem in the system of human resources development" is clarified. An algorithm for determining the essence of the concept of "problem-oriented development of human resources" is proposed, which combines elements of content analysis, theory of logic and morph analysis. The components of human resources development are substantiated and quantified in the work: educational and training; motivational and productive, whose interdependence influences the level of human resources development. The directions of problem-oriented development of human resources are substantiated. A hierarchical and functional typology of the problem of human resources development has been developed based on the introduction of criteria: psychophysiological response, degree of importance and urgency, cost of solution, method of solution, time (duration), scope, consequences and scope of the problem, ability to express. The paper analyzes the trends of human resources development in Ukraine, identifies problems and substantiates the need to find ways to solve them. Legislative and institutional aspects of human resources development in Ukraine and countries of the world have been identified; legislative support of human resources development management is investigated. The classification of factors of problem-oriented development of human resources is offered. A methodological approach to assessing the effectiveness of the human resources development system is proposed, which takes into account three levels of hierarchy (micro, meso and macro) and is based on the principles of a problem-oriented approach. A methodological approach to the estimation of the level of human resources development has been developed, on the basis of the calculation of integral, complex and partial indicators, which consist of the components "development conditions" and "development efficiency", which makes it possible to identify problems in human resources development. A structural and logical scheme of constructing a simulation model of options for solving the problem of human resources development has been developed, which provides for adjustments of actions depending on the level of management (micro, meso and macro) and provides for the application of the principles of flexible employment policy. A cognitive map of cause and effect relationships in human resources development is proposed at all three levels of the hierarchy, allowing you to identify logical and illogical, close and moderate links between human resource development indicators.
