Essay

The dissertation is devoted to substantiation and development of theoretical and methodological foundations, as well as practical recommendations for the formulation and development of social policy in the direction of providing rehabilitation and employment of persons with disabilities in the modern labor market. The scientific and methodical approach to the quotas of workplaces for persons with disabilities is proposed. This approach is based on the setting of thresholds for calculation of the standard in accordance with the existing graduation of enterprises by size. It provides for the adjustment of the standard of workplaces by the coefficient of working conditions in a particular enterprise in order to take into account differences in conditions of the functioning of employers and when determining the actual implementation of the standard takes into account additional coefficients to stimulate employment of persons with disabilities with a more significant loss of labour capacity. Social entrepreneurship is considered as one of the tools used to support persons with disabilities to assist in employment and training, including development entrepreneurial skills, and a system of measures to promote the development of social entrepreneurship in Ukraine. The authors developed a model of transformation of the system of rehabilitation and employment of persons with disabilities, taking into account the peculiarities of socio-economic systems. The model includes the purpose, object, subject, characteristics, factors of influence and necessary algorithm of realization, measures of normative, methodical, organizational communication directions for qualitative transformation of the system of rehabilitation and employment of persons with disabilities. Inaccuracies in the formulation of plans at different levels for the rehabilitation and employment of persons with disabilities have been identified, taking into account the international practice of developing state programs. A system of guidelines and indicators for a national targeted program on rehabilitation and employment of persons with disabilities in Ukraine in accordance with the provisions of the UN Convention on the Rights of Persons with Disabilities is proposed. A structural-logical model of the system of rehabilitation and employment of persons with disabilities is formed, based on consideration of the process of rehabilitation and employment of a person with disability as an object of management. The authors substantiates the stages of the process, specifying the task, the beginning and the end of the stage for each of them, the distribution of responsible entities. The responsibility of the subjects of the system of rehabilitation and employment of persons with disabilities for the performance of general management functions is carried out and proposals for improvement of this activity are developed. The basic elements of the social policy monitoring system in the field of rehabilitation and employment of persons with disabilities are identified. The list of indicators characterizing the rehabilitation and employment of persons with disabilities in general, as well as separately for each of the mechanisms of the system, has been developed.
