The dissertation is devoted to the solution of the important scientific and
technical problem, connected with the construction of systems of hybrid multilevel
dual management of infrastructure projects and programs in the conditions of
uncertainty. The analysis of the tendencies of the development of the infrastructure
management systems shows that the key factors are reliability of implementation,
efficiency in value creation and ecological harmonization. At the same time,
improving the level of implementation of infrastructure programs is a strategic42
direction for the development of the Ukrainian economy. The key role in successfully
solving the pressing problems of infrastructure projects and programs, including the
satisfaction of certain sectors of the economy with the improvement of the
environment, will be determined by innovative technologies aimed at the
development of "intelligent" technologies, etc. The conducted analysis of the state
and problems of the systems of regions, cities, settlements and consumers of Ukraine
has determined the relevance and practical significance of the studies on the
implementation of infrastructure projects in the conditions of turbulence, construction
of a hybrid multilevel methodology for managing infrastructure programs on the
basis of a converged balanced approach. At the same time, the dissertation identifies
problems and challenges regarding the implementation of infrastructure projects and
programs as drivers of development in Ukraine. A holistic model for solving the
problems of the implementation of infrastructure projects and programs based on
multilevel dual control within hybrid methodologies that combine different model
management principles is built. The system of indicators for monitoring the
effectiveness of the implementation of infrastructure programs and the converged
model of project scaling in a multi-level management scheme under conditions of
considerable uncertainty determine the specifics of the proposed methodology.
Experimental studies of the proposed approaches, models and methods of managing
infrastructure programs have confirmed their adequacy and effectiveness. Hybrid
Infrastructure Management methodology combines the classic waterfall model and
the Agile Flexible Life Cycle model based on the application of knowledge
convergence methods. The terminology base for infrastructure project and program
management methodology has been expanded by basic and additional definitions:
―hybrid infrastructure program management‖, ―dual program management under
uncertainty‖, as well as definitions based on the proposed new thesis research
provisions that reveal the depth of project-oriented management infrastructure
projects and programs. New scientific and methodological bases are developed -
models and methods of proactive technologies of dual management of a portfolio of
infrastructure projects in the conditions of initial uncertainty, variability of
characteristics of the object, its structure, dynamic environment and limited
investment support. The methodology of proactive dual management of infrastructure
projects based on adaptive technologies is based on three interconnected adaptive
systems: planning and formation, monitoring and change management, and regulates
the formation of perturbations in the management process, which prevents a
significant reduction in the quality of management and loss of controllability of the
project . The conceptual model of proactive management of infrastructure projects is
developed on the basis of dual theory and principle of feedbacks of dynamic systems,
which takes into account the interconnection and interdependence of processes of
functioning and development of the object of management and control system, as
well as interaction with the external environment, and allows by improvement
management competencies to increase the effectiveness of project activities. Model
and method of monitoring the current impact of infrastructure projects on the
achievement of strategic development goals; models and method of balancing
infrastructure projects in terms of investment constraints, as well as portfolio43
monitoring, formulate a methodology for dual portfolio management of infrastructure
projects based on hybrid technologies. Based on the developed hybrid methodology,
models, methods and mechanisms, a system of management of infra-square programs
of simultaneous management and training (dual control) was built. The methodology
is tested by the practice of using mechanisms of hybrid multilevel management of
infrastructure projects and programs in the conditions of market turbulence.
