The dissertation covers the issues of substantiation and development of theoretical and methodological support, as well as scientific and methodological bases and practical recommendations for the development of human potential of the city in the new economy in terms of managerial and behavioral dimension. Theoretical and methodological analysis of approaches to determine the content and structure of human potential for the development of the social and economic system is conducted. The essence of the city economy conceptosphere is substantiated. The features and conditions of human potential of the city development as a specific territory are systematized. The evolution and genesis of the behavioral concept in management are outlined. The analysis and systematization of economic behavior determinants in the context of human potential of cities development formation is carried out. The scientific and methodological approach to the application of behavioral factors in human potential management of the city is substantiated. Methodological bases of estimation of human potential of territories development level are generated. The structural diagnostics of human potential of territories development asymmetries is carried out. The determinants of formation, development and fulfilment of human potential of the territories of Ukraine are substantiated. The dynamic analysis is carried out and the typology of territories on the level of quality of human potential is offered. The main parameters of the state and dynamics of human potential of Vinnytsia region in quantitative and qualitative terms are analyzed. Conceptual bases of social and economic determinants of human potential of regions development are substantiated. A comparative analysis of social and economic determinants of human development of Vinnytsia and similar regions is carried out. The diagnostics of territorial asymmetry of human potential of Vinnytsia region cities development conditions is carried out. The key aspects of behavioral and managerial dimension dichotomy in the methodology of strategic planning of urban development are identified. Conceptual provisions of strategy of human potential of cities development formation are offered. Methodical bases of modeling the influence of human potential quality on development of cities are developed. The priorities of modern policy of Ukraine’s urban development in the context of efficient fulfilment of its human potential are substantiated.
