The dissertation is devoted to the development of theoretical, methodological and applied foundations of the study of human potential by scientifically solving the problem of substantiating the principles and directions of its development in the context of the Ukrainian economy qualitazation. Theoretical approaches to the definition of human potential have been developed through the use of the provisions of qualitology. The concept of a qualitative economy is formulated. Its signs are highlighted, the presence of contradictions in it is established. It is proposed to consider the development of human potential in the "time-space-energy" continuum. A synthetic qualitative approach to the study of human potential is formulated. Its structural decomposition has been determined. The results of this analytical study are summarized in the form of a grouping of regions according to the level of human development and a diagram of the most significant cause-and-effect relationships in the system of this development. Migration-related qualitative losses of human potential at different levels have been identified. Approaches to the designation of the modern value-cultural field by the areas of human activity and the "axes" of the transformation of values, their transit mechanisms are proposed. Proposals have been developed to improve the scientific and methodological foundations for the formation of a system of social standards and guarantees. An applied approach to the study of digitalization trends as a source of opportunities for human development is proposed. The strategic imperatives of new qualitative vectors of human development policy have been determined. Specific steps are proposed to improve the methodological support for the formation of policies: healthcare, migration, high-quality closure of higher education and skilled labor markets. Monitoring procedures for assessing the quality of medical services have been specified. The reserves of social entrepreneurship in the prevention of migration-related qualitative losses of human potential are disclosed. The introduction of monitoring the quality of the convergence of higher education and the labor market is proposed. The use of quality management methods has been substantiated to achieve the highest controllability (governance) of the development processes of individual components of human potential by assessing the depth and nature of the instability of these processes.
