Hrebonozhko Y. The Conceptualization of the experience of human potential usage and formation in the system of public administration

Аuthor has developed the definition of human potential in the system of public administration, scientifically based on the classical theory of human potential, as a system of public relations on the use in the process of production and education of the new value of productive capabilities and abilities of man by including professional orientation in the system of public administration in Ukraine as a factor in the formation and use of human potential, the essence of which is to take into account professional orientation. The author has proved that the conceptualization of the experience of human potential usage and formation in the system of public administration of Ukraine should be based on the understanding of the essence of the concept and the phenomenon of «human potential», which has such specifics as systematicity, external conditionality, opacity, strategic orientation. It has been proved that there has been a transition from the labor to the public concept of relations in the system of the civil service of Ukraine, which provides a different view on the identification of workers and employees, which was characteristic for the countries of the socialist system of law, according to the doctrine of which every person participates in the life of society regardless the sphere of application of his labor. As a result of the dissertation research, the pertinent task has been resolved, which consists in the development of conceptual provisions and adaptation of modern scientific approaches to the formation and use of human potential in the system of public administration in the conditions of transformation of society. The practical value of the results lies in the fact that they could be used for further theoretical and practical research in the field of public administration, for the elaboration of a course of political reforms and a plan of development of the state, meets both world realities and Ukrainian peculiarities, in the educational process in the preparation of courses on public administration, special training courses on the theory of electronic government functioning.
