Essay

The paper deals with the issues of the categorical apparatus, the degree of scientific development of the problem of understanding the meaning of the concept of public management, taking into account international legal aspects, analyzes the main normative legal acts of Ukraine, aimed at reforming the public administration system taking into account the basic rules of international legal documents, analysis of modern problems development of public administration, highlighting innovative models of public management. The author systematized approaches to the conceptual and categorical apparatus of research. It is noted that the concepts of "public administration" are often replaced by the concepts of "public administration" or "public administration", but these concepts are not equal to each other. Public administration is narrower than the concept of public administration, and in turn public administration is the main component of social governance. central and major components for the sake of public administration are the state and its power, and for the public administration - the society and public power. The author analyzes the approaches to reforming the public administration system. The analysis makes it possible to point out that in the world practice the system of public management is constantly developing and improving. The main models for the development of public administration are: First, New Public Management, which aims at the efficient use of financial resources of the state and the provision of service administration, aimed at quality provision of administrative services to the population; second, Good Governance, which is characterized by: citizen participation in government; rule of law; transparency of the management system; sensitivity to the needs of citizens; focus on consent; fairness; efficiency and effectiveness; accountability to the public; strategic vision of prospects; third, e-Government, which aims at implementing a comprehensive and individual approach to the provision of management services to users with the inability to influence the human factor through contact with civil servants; fourth, a concept based on the idea of a service management model. The following issues of public administration are highlighted in the paper, in particular: first, the lack of regulatory regulation of the concept of "public administration", as a single system of functioning of public administration and local self-government, as well as public authorities, state and municipal enterprises, institutions, organizations; second, the lack of systematic reform and development of public administration; third, the absence of an effective public service corps that is not regulated by the institution. It is the public service itself that underpins effective reforms of the public administration system; fourth, the lack of a systematic, integrated mechanism for implementing decentralization in Ukraine; Fifth, the fragmentation of public administration reform, which is linked to the constant changes in the country's political course; sixth, the lack of succession and consistency of reform implementation in the public administration system. This has a negative impact on reforms that have not been fully implemented, as these are problems in securing the development of a particular industry in this particular direction. The author identifies the main components of the development of the public management system within the innovative concepts of New Public Management in Ukraine: 1) updating the public service as a basis for the formation of an effective public administration system; 2) decentralization; 3) development of territories; 4) administrative reform aimed at minimizing the system of public authorities and bringing the management system closer to the population; 5) formation of civil society; 6) monitoring the effectiveness of public administration development; 7) formation of e-government for the purpose of efficient provision of administrative services, reduction of administrative procedures, reduction of manifestations of corruption; 8) economic efficiency of the public administration system.
