Essay

Object of research: processes of embodiment of country and region resource potential. Objective: to develop theoretical and methodological foundations and to create practical recommendations on the formation of country and region resource potential, taking into account the functioning and development of general secondary education. Research methods: abstract-logical method, economic method, factor analysis, rating method, comparative analysis, economic-statistical method, rating and index method, method of comparison and logical generalization, method of economic-mathematical modeling, graphic method. Innovations: methodological approach to assessing the resource potential of regions has been introduced. It is based on the model of secondary education development which is developed on the basis of the mixed modeling methodology; Improvements: a conceptual approach to rating assessment of the industry of General secondary education has been improved enhanced, taking into account the competence approach, the advantage of which is the significant validity of the system of evaluation indicators; Argumentations: the directions of further reform of the Ukrainian secondary school, which are based on the analysis of the first year of testing the introduction of the reform "New Ukrainian school" (NUS) in action, have been justified. That will further allow adjusting the plans for further reform of the NSE more efficiently and to achieve the high technological level of development; model of school methodological services of institutions of General secondary education (SSSO) builds a very different hierarchy of the management structure of SSSA and points to the fact that the teacher (autonomy) means to be the main subject, with which they can built the whole organizational-methodological innovative structure of educational institutions – from formation to development; a predictive model for estimating resource potential based on a factor-based econometric model is justified, and the parameters rated with the help of the least squares methodology; the essence of the concept "resource potential of regions" has been further developed; the cognitive model of resource potential formation which reflects the influence of secondary education, as well as the components of the resource potential of regions aiming to form a creative approach in the decision-making process for choosing an educational institution.
