The dissertation is devoted to the study of the process of public management and administration in a dynamic environment to increase its effectiveness in Ukraine. The national and foreign scientific works, which are devoted to the study of management models, are considered, existing models of public management are analyzed, and questions of management in conditions of a dynamic environment are investigated.
It has been found that the existing public governance models work, but they are not effective enough in the face of global change due to acceleration of innovative technological processes. It complicates management of a social system in absence of timely adaptation. In addition, management has its cultural, mental, social and economic features that require a peculiar approach to it in time and space. The research of effectiveness of public administration has led to the development of recommendations for improving of its effectiveness in a dynamic environment. It has been found that appropriateness of a management approach is based on efficiency of the system to meet human needs and protect national interests in an appropriate environment. In turn, the system is as efficient as possible in the conditions of balance that is created by providing equilibrium between the system and the environment. Development of the system is based on the principle of a learning organization that studies itself, the environment and is managed through adaptation or impact on the environment, depending on the feasibility and available opportunities. Adaptation is accompanied by changes in both the organizational and mental parts of the system. Management is considered as effective if the system is opened and closed in a timely manner, in accordance with the level of equilibrium between the system and the environment that ensures system balance.
This paper deals with the system, the environment, their interconnection and the management of the system that is aimed at maintaining its balance and achieving its stated goal. Public administration is exercised through decision-making by the public authority through decentralization and appropriate delegation of power to the civil society by state authority.
It is established that existing models of public administration operate in a stationary environment, and in conditions of a dynamic environment that do not provide maximum possible efficiency to the system. In addition to the impact of a changing environment, the system has a variety of cultural, mental, social, linguistic and economic features. In today’s conditions of accelerated technological development, thanks to computer networks and open communication in the world, management of the system has acquired a new format, which envisages active involvement of citizens in the processes of public management as an integral part of the development of a successful and competitive society.
Modern models of public administration are similar in enhancing of the role of citizens in governance, in giving equal rights and opportunities, in improving living standards. Interaction and open dialogue between the state authority and the civil society becomes more relevant and necessary in public management to ensure the effectiveness of the system in conditions of a complex and dynamic environment. At the same time, both the individual needs of citizens and national interests must be preserved through convergent and divergent fluctuations in decision-making in order to implement timely changes for the system. It requires the involvement of the state authority and the civil society in the decision-making process based on convictions, beliefs, values, and mental models.
