Essay

The dissertation focuses on summarizing and developing theoretical propositions, developing methodological approaches as well as practical recommendations for the formation of analytical support for measuring human development security. The paper studies the conceptual foundations of human development, identifies the basic preconditions for the formation and wide spread of the concept of human development – historical, economic, social and institutional ones; the morphological analysis of the concept of human development was carried out, which made it possible to systematize theoretical and methodological features of the concept of human development, to draw a conclusion concerning the specific features of the expansion of human capabilities. Also, analysis of the interpretations of the content of human development was made, which allowed identifying the following approaches to the definition of the concept of human development: process-targeted, systemic, conceptual, resource, harmonization and structural ones. The state of human development was fully analyzed at macro- and meso-economic levels. Having analyzed the global trends in changes of the Human Development Index, the author came to the conclusion that in spite of the fact that almost all countries improved their level of human development during the study period, there is still a global tendency towards slowing its growth rate. The structural-logical model of organizational-communication support for assessing human development security was further developed. This model, unlike the existing ones, involves interactions between the legislative and executive bodies and local authorities in order to timely identify the impact of destabilizing factors on human development security, to work out recommendations how to eliminate their negative impact and to give the population opportunities to improve their quality of life. It was determined that the modern requirements for the formation of human development security expect communication processes to be organized at a new level, which will facilitate effective interactions between the legislative, executive and local authorities in the system of organizational and communication support for assessing human development security in Ukraine. The study substantiates creating a Human Development Security Department which should be an independent structural unit at the Ministry of Social Policy of Ukraine and contribute to implementation of state policy concerning human development security. The main tasks of the Human Development Security Department were formulated. The practical value of the prepared materials is corroborated by their implementation into the activities of enterprises, institutions and organizations, namely: the proposed methodological approach to assessing human development security is used to analyze the security of human development at the State Enterprise Malyshev Plant (reference No. 317/46 of 10/22/2019). The results and proposals presented in the dissertation on analytical support for assessing human security are of practical importance and are used in the Main Department of Statistics in Kharkiv Oblast (reference No. 01/03/63 of 28/10/2019). The materials on the identification of primary threats to human development security were implemented in the activities of the Non-Governmental organization Chyste Dovkillia Slobozhanshchyny (reference No. 109 of 01.11.2019). The basic theoretical and practical materials of the dissertation are used to improve the theoretical framework of the educational process at the Department of Economics and Social Sciences of the Simon Kuznets Kharkiv National University of Economics in teaching the courses of Personnel Development (training of masters in specialty 051 Economics of educational program Human Resource Management and Labor Economics) and Human Development (training of bachelors in specialty 232 Social Security of educational program Social Sphere Management) (reference No. 19/86-09-145 /1 of 05.11.2019).
