Essay

The essence of theoretical bases and principles of the state management of land resources, the maintenance of institutional bases is revealed, the classification of tools of the state management of land resources is characterized. Based on a systematic analysis of works on scientific and theoretical principles of public administration, the processes of formation and implementation of public management of land resources, it can be stated that despite the significant developed methodological framework, the problems of reforming the state management of land resources in the conditions of decentralization remain relevant, determination of criteria for evaluation the effectiveness of the tools of its implementation. The generalization of scientific achievements of domestic and foreign researchers on the interaction of structural elements of the system of economic efficiency of land use made it possible to conclude that the processes of transformation of the structure of this system are given insufficient attention. It is established that for the implementation of effective state management of land resources it is necessary to provide for the participation of the state from the standpoint of a balanced concept, including the implementation of international practice, which will ensure the preservation of land resources for future generations. Based on the analysis of scientific research, the paper summarizes the existing approaches to the use, possession and disposal, protection and reproduction of land resources. In order to improve the quality of state management of land resources should ensure the formation of scientific and methodological component at the level of economic entities, as well as self-governing bodies of united territorial communities. A model of implementation of a comprehensive system of procedures for state management of land resources is proposed, which will ensure the effectiveness of public administration of rent and land tax, diversification of sources of revenue in local budgets, which is an important factor in filling local budgets. It is substantiated that land resources should be considered as a public good, which provides a territorial dimension of the use of the resource base of economic and social development of the state. Measures to improve the interaction of public authorities with the public and united territorial communities in the process of reforming public land management in Ukraine are proposed. It is emphasized that for the effective functioning of the land market it is first of all necessary to complete the adoption of legislation on the land market. It has been found that it will be possible to obtain a positive effect from the reform process if the tools of influence are combined in such a way that the incentive levers are complemented by the tools of coercion. It is necessary to form national land protection programs, establish clear boundaries of communal and state-owned lands, the procedure for changing the purpose of lands, state orders for regulatory and expert monetary valuation of state-owned lands, updating the cadastre and land monitoring system. Management tools have been developed that represent a combination of normative, organizational, institutional, economic and informational tools aimed at ensuring the level of socio-economic efficiency of public land management. The requirements that will ensure compliance with the balance of socio-economic development of land relations taking into account the risks and dangers in their development and global national security goals, the introduction of which will improve investment projects, improve financial protection and reproduction of lands, form a full-fledged land market and develop infrastructure its market. Public land management needs to be reformed on the basis of consolidation of the existing tools of economic and social orientation, and the solution of the set tasks should be carried out through institutions that will improve the efficiency of use, possession and protection of land resources. Systematic land legislation, availability of information support system, openness and efficiency of control and audit systems of land management bodies, compliance of state land management norms with European standards, and ensuring national security in this area should be important.
