In the dissertation scientific and practical results are obtained, which together solve a specific scientific problem- theoretical foundation of mechanisms of public policy formation at the regional level in the conditions of decentralization of power. The relevance of the chosen research topic is due to the fact that in the context of decentralization in Ukraine there is a need to revise the founding principles of public policy at the regional level and find mechanisms to take into account the needs of regions, local populations and stakeholders. The subjects of policy-making should build a system in which the issues of ensuring the development of the regions and the safe existence of the state are mutually agreed and compensated (if it is not possible to agree). This necessitates not only an update of the list of public institutions involved in policy-making, but also a scientific and practical search for new mechanisms for public policy-making at the regional level that would meet the level of development challenges and sometimes the existence of the state and civil society in decentralization of power. The understanding of public policy as a systematic and consistent activity of public administration bodies, aimed at satisfying and harmonizing the interests of different social groups and solving socially significant problems and involves active public participation in this process is clarified. The most significant features of public policy are identified, in particular: public policy is aimed at solving social problems, it appears as a reaction to the dissatisfaction of social groups, their demands or needs or the demands or needs of society as a whole; public policy is a purposeful activity that has a clearly defined goal and involves monitoring the achievement of expected results; public policy is the result of the interaction of state, non-state and supranational institutions. The basic system-wide principles that should become basic in the formation of public policy at the regional level and strategic priorities for the formation of regional policy of Ukraine, which will allow the state to exist and develop in civil society, and meet global trends in development and security. The list of public policy actors at the regional level is summarized. The need for active involvement of the public and its associations at all stages of the policy cycle was emphasized. It is determined that the principle of territorial organization of public authority provides interaction of different levels of public authority, their ranking in the hierarchy, establishing their responsibilities, competencies, powers, interaction between public authorities and local governments, between the center and regions, between state and community. It is proved that the implementation of the principles of management in public administration is based on five types of individual control as a mandatory minimum to ensure the responsibility of civil servants: legal control; financial control; political control; democratic control; ethical control. It was found that competencies consist of the right and obligation to perform the relevant functions. Problems have been identified in determining the competencies of public authorities, the main of which are different views of each subject of the system of its competence, unregulated status, hierarchy of subordination or lack thereof, lack of responsibility for improper implementation of existing competencies, etc. It is established that the institutional capacity of public administration in Ukraine can be significantly increased through such a tool as crowdsourcing, which will bring the policy in line with the interests of various stakeholders, increase trust in government, get optimal management results with minimal resources, address current issues It is determined that regional development projects address issues of social, economic, environmental, humanitarian and other positive changes in this area that directly affect the level and quality of life of the population. The technology is detailed and 4 stages of formation of regional development strategies are defined. The analysis of Regional Development Strategies of different regions of Ukraine is carried out, on the basis of which conclusions are made about the accessibility and openness of their formation, or, conversely, about the formalization and unwillingness to take responsibility and carry out strategic planning.
