The dissertation theoretically substantiates and develops proposals for the formation of a network architecture of public management in the context of ensuring the national security of Ukraine.
The degree of scientific elaboration of the problems of formation of network architecture of public management in the context of ensuring national security is established.
The clarification of the content of categories and concepts related to the formation of the network architecture of public management of the national security of Ukraine made it possible to build a categorical model of public management of national security. This model is presented in three levels: the first level includes concepts and categories in relation to the conceptual core of the discipline – public management; the second level includes concepts and categories that reflect the processes of building a network architecture of public management of national security; the third level includes the basic concepts and categories of practice, reflecting the organization of the development of the network architecture of the public management of national security. This allowed to systematically reflect the process of institutionalization of the network architecture of public management of national security, taking into account the mobility of the institutional environment of the public management and security environment.
It is found out that in substantiation of the theoretical bases of formation of network architecture of public management of national security the following are used: institutional approach, structural-functional, conflictological, network approach, system-activity, architectural approach.
The result of the institutionalization of the network architecture of public management of national security is the formation of institutional matrices of this activity as a program of its institutional development.
It is established the socio-political, socio-technological and cultural-historical sources of the emergence and development of the network architecture of public management of national security.
The results of the study of the experience of the developed democracies in public management of national security allows us to state that the leadership of the studied countries has successfully implemented in the practice of public management:
the concept of informatization of the society, which contributed to the democratic development of the society;
concepts of open society and open access society, which provide for participatory interaction between the state and the civil society institutions on topical issues of social development;
the concept of public management, which provides for the decisive role of the civil society in the development and implementation of the national policy;
the concept of the architecture of the management system, which provides for the transition from hierarchical management to management in the field of defense and security sector reforms;
the concepts of the civil and public security, according to which the modernization of the security and defense sector management system was carried out on the basis of cooperation between the civil society and the management of security and defense structures.
It is established that the current problems of the functioning of the system of public management of national security of Ukraine at the present stage of the state building are:
imperfection of the normative-legal base, which regulates the processes of information and democratic development of Ukraine, ensuring national security;
incomplete formation of a single information and technological space of the public management in Ukraine;
incomplete formation of the institutional environment of the public management of national security.
It is substantiated that in Ukraine the main priority of the national security policy at the present stage of state building is the transformation of the national security system in accordance with the conditions of the information civilization. The main task of modernizing the system of public management of national security is the formation of a network architecture in this specific area.
In order to improve the network architecture of public management of the national security of Ukraine, proposals have been formulated to public authorities.
