The dissertation is devoted to the scientific solution of an urgent problem of substantiation and development of practical recommendations for improving the mechanisms to ensure local development under the implementation of the decentralization reform in Ukraine. In particular, the extent of prior research on the issues of decentralization in foreign and native scientific discourse is analyzed; the essence of the “mechanisms to ensure local development under the implementation of the decentralization reform” phenomenon is specified; the expert evaluation of the effectiveness of basic mechanisms for ensuring local development under the implementation of the decentralization reform in Ukraine.
The most significant research results are the following:
the basic conceptual principles of ensuring local development under the implementation of the decentralization reform in Ukraine that include a number of synergistic areas of focus;
the efficiency level of political and legal, financial and economic, organizational and administrative mechanisms to ensure local development under the implementation of the decentralization reform in Ukraine has been determined.
In the first chapter “Theoretical principles of local development in a decentralized environment”, the specific features of decentralization as a public administration phenomenon are revealed, the genesis and modern concepts of the local development are described, the essence of the “mechanisms to ensure local development under the implementation of the decentralization reform” phenomenon is specified.
In the second chapter "The effectiveness of the basic mechanisms to ensure local development under the implementation of the decentralization reform in Ukraine", the research is focused on the expert evaluation of the effectiveness of political and legal, financial and economic, organizational and administrative mechanisms for ensuring local development under the implementation of the decentralization reform in Ukraine with an indication of the constructive and destructive factors influencing this process.
The effectiveness diagnosis of the basic mechanisms for ensuring local development under the implementation of the decentralization reform in Ukraine are as follows. Firstly, the concept of the effectiveness diagnosis has been substantiated with clarifications regarding the initial theoretical propositions, principles, criteria and evaluation indicators on which the author's position is based. Secondly, the methods and tools for effectiveness diagnosis of the basic mechanisms for ensuring local development under the implementation of the decentralization reform in Ukraine are identified, the main of which is the method of expert evaluation. Thirdly, a group of experts has been formed to conduct an expert evaluation of the effectiveness of the basic mechanisms for ensuring local development under the implementation of decentralization reform in Ukraine.
According to the results of the diagnosis, the average efficiency level of the basic mechanisms for ensuring local development under the implementation of the decentralization reform in Ukraine is stated.
In the third chapter "Strategizing in the field of ensuring local development under the implementation of the decentralization reform in Ukraine", the feasibility of implementing the best international practices of combining different types of decentralization at different territorial levels in the system of public administration of Ukraine is established; the recommendations for the development of an effective power organization system and the creation of a new system of administrative and territorial structure in Ukraine are developed.
It has been concluded that the main problems in the administrative and territorial structure of Ukraine are excessive fragmentation of the administrative and territorial units; obsolescence of the model of administrative and territorial structure of Ukraine that does not meet modern challenges; existence of enclaves, exclaves, non-recognition of the borders of many administrative and territorial units; presence of the significant disproportions at the levels of social and economic development of administrative and territorial units; lack of the legal framework sufficient for the formation of a new territorial basis for the activities of local governments.
