The dissertation theoretically substantiates the mechanisms of state management
of secondary education and provides practical recommendations for managing the
system of secondary education at the regional level to create a safe educational
environment, ensure equal access to full secondary education, protect the rights of
participants in education, training and professional development of teachers, quality
assurance of education, implementation of the concept of "New Ukrainian School", the
formation of state-public model of education management in decentralization and
reform of the educational sector in Ukraine.
It is proved that decentralization of education management in Ukraine should take
place on the basis of taking into account the peculiarities of regions, interests of
territorial communities, citizens when choosing management models, reforming the
content of education, ways of its organization and financial support.
The methodological aspects of the research are singled out, in particular the
research methodology of state management of the secondary education system based
on system dynamics, system analysis, synergetic approach, education as an open
system, secondary education system as a socioeconomic system is substantiated, the
usage of a number of indicators for reliable and qualitative information regarding the
course and effectiveness of educational reforms is considered.
The methodology of research of secondary education management of the region
on the basis of the interdisciplinary approach, with use of the logical scheme and
system of indicators is improved.
It is determined that in the conditions of decentralization and reform of the
educational sector the tasks of regional secondary education authorities should be:

development and implementation of regional target programs and projects; ensuring
the financial content of the state standard of education; creation of inter-municipal
educational infrastructure; the prediction of the development of secondary education
in the region, the network of institutions in accordance with the educational needs of
citizens; certification of educational institutions, their staffing with pedagogical
workers, including managerial staff.
The international experience of secondary education management at the regional
(local) level is analyzed and the possibilities of implementation of such practices in
Ukraine as: selection of pedagogical staff with the participation of local authorities;
financial autonomy of educational institutions; replenishment of the school budget
through the provision of additional paid services, reducing the education expenditures
by attracting outsourcing companies; motivating highly qualified teachers to work in
the village educational institutions.
To improve the organizational mechanism of secondary education management,
it is proposed to ensure a clear division of powers and responsibilities between the
authorities for the development and functioning of educational districts, the network of
support schools, inclusive resource centers; to transform local departments (divisions)
of education into service centers; strengthen the role of local governments and
communities in solution of topical issues of the network functioning of secondary
schools; to promote the implementing of e-government in the secondary education
management.
To improve the development of secondary education requires the development of
a strategy for the development of the regional system of secondary education, joint
efforts of state and local authorities, the public to create a safe, comfortable, inclusive
educational environment, use of program-targeted method in managing secondary
education institutions, autonomy of secondary schools.
It has been proven that the security problems of secondary schools, in particular
the implementation of the Declaration on School Safety, require the development of
specific monitoring mechanisms, an early warning system for attacks on educational
institutions and the preparation of safety protocols for schools. It is proposed to create a regional educational cluster, the goals of which are the
innovative development of the education system; improving the quality and
accessibility of educational services; improving the quality of staffing. The formation
of a multicomponent regional educational cluster involves strengthening the role of
education authorities in regional development, ensures efficient use of resources,
eliminating duplication of functions between local and regional levels of government.
