A solution of a topical problem concerning substantiation of the theoretical foundations and development of the practical recommendations for improving the state policy trends in the field of the scientific activity development in higher educational institutions with the specific learning conditions has been considered in the study. Achievement of this goal necessitated solution of the following tasks: to determine the features of state policy of the scientific activity in higher educational institutions with the specific learning conditions and to carry out the systematic analysis of foreign experience in implementing state policy of the scientific activity development in higher educational institutions. The development of the scientific activity in Ukrainian higher educational institutions with the special learning conditions has been assessed and the state policy directions for the formation of innovative ways of the scientific activity development have been determined in the course of the research. The mechanisms of the modern structure formation concerning science development in higher educational institutions with the specific learning conditions have acquired scientific characteristics and the model of interaction of the scientific sector of higher educational institutions with the specific learning conditions and the business environment has been substantiated. The object of the study is the state policy of the scientific activity development, the subject of the study is the state policy of the scientific activity development in higher educational institutions with the specific learning conditions. During the dissertation research the author used a number of scientific methods, in particular: hypothetical-deductive method of forming the dissertation research methodology, deductive hypothesis confirmation, structural-functional analysis, statistical method, prognostic method. In the introduction the relevance of the theme of the thesis has been substantiated, the state of its scientific development has been determined, the connection of research with the scientific programs, plans, topics has been clarified, the purpose, tasks, object, subject, research methods have been formulated, the basic provisions on the scientific novelty have been revealed, the practical significance of the thesis results has been presented. In the first chapter – “Theoretical foundations of the scientific activity development in higher educational institutions with the specific learning conditions” the scientific activity component in higher educational institutions with the specific learning conditions as an object of state policy has been identified, the peculiarities of state policy as to the scientific activity in higher educational institutions with the specific learning conditions have been outlined and the mechanisms of public administration of the scientific process in higher educational institutions with the specific learning conditions have been defined. In the second chapter – “Evaluation of the scientific activity development in higher educational institutions with the specific learning conditions” the foreign experience of the state policy implementation of the scientific activity development in higher educational institutions has been analyzed, the development of scientific activity in Ukrainian higher educational institutions with the specific learning conditions has been evaluated, the methodical bases of the state policy management of scientific activity in higher educational institutions with the specific learning conditions have been defined.
In the third chapter – “Improvement of the state policy mechanisms of the scientific activity development in higher educational institutions with the specific learning conditions” the mechanisms of formation of the modern structure of science in higher educational institutions with the specific learning conditions have been systematized; the state policy directions concerning formation of the innovative ways of scientific development have been substantiated. In the course of the analysis, a model of interaction of the scientific sector of higher educational institutions with the specific learning conditions with the business environment has been proposed.
The multifaceted nature of the problem has allowed offering a solution which is to substantiate the theoretical foundations and develop practical recommendations for improving state policy of the scientific activity development in higher educational institutions with the specific learning conditions, the research has also permitted to obtain sound conclusions.
