Essay

Self-affirmation of Ukraine by modernization of the management system and implementation of the principles of competitiveness, associated with domestic transformation processes, implemented through successful decentralization reforms; actualization of issues of building an effective system of public administration, institutions of civic engagement and self-sufficient communities, currently requires the introduction of many positive practices in different spheres of social development using world experience. One of the tools of such development, determinant of future economic self-sufficiency, social and environmental benefit is ensuring cooperation in the processes of integrated development of self-governing territories. In the context of the field of knowledge Public administration and administration cooperation should be considered as a complex phenomenon, which is not limited only to economic parameters, but is interpreted much broader, in proportion to the paradigm of sustainable development. Therefore, in fact, it is a proper response to the formulated Sustainable Development Goals – 2030. The cooperative movement condensed in its fundamental basis related to the peculiarities of the organizational process, adherence to cooperative principles and implementation of effective practices, will build the future of Ukrainian communities at the nearest time. The state food security, public health, quality of life of rural society, ecological stability of territorial socio-economic systems, efficiency of innovation in agriculture, agribusiness (especially farming, small and medium) management technologies will depend on its development. The purpose of the dissertation is to substantiate the theoretical foundations for development of practical recommendations andapproaches forimplementation of tools for ensuring cooperation in the processes of integrated development of self-governing territories. Theobject of the research – processes of development of territories. The subject of the research – ensuring cooperation in the process of integrated development of self-governing territories. Due to the obtained theoretical and applied results, which constitute scientific novelty of the study, it was: for the first time:  substantiated theoretical and methodological principles of the ratio of cooperation process and the process of integrated development of self-governing territories;  developed a complementary model of development of self-governing territories;  formulated the principles of improvement of dynamic connections in the complementary system of management of development of the self-governing territory; improved:  the conceptual and categorical apparatus of research; got further development:  approaches to a set of tools to ensure cooperation in the processes of integrated development of self-governing territories;  guidelines of creating the organizational background of integrated development on the basis of cooperation;  based on the analysis of world trends, vectors of using the potential of integrated development of self-governing territories that promote: formation and development of self-governing communities; applying  directions of adaptation in Ukraine of foreign experience in realization of the principle of integrated development of self-governing territories, which currently only partially correspond to the European model of cooperation. Practical meaning of received results lies in the fact that the most important theoretical and methodological points, conclusions and suggestions were used in the development of regulations, strategic and operational documents, guidelines in the activity of local governments and state executive bodies, NGOs, higher education institutions and other stakeholders that will promote cooperation in the processes of integrated development of self-governing territories at the national, regional and local levels.
