The purpose of the dissertation research is the theoretical substantiation and development of innovative approaches to improving the system of building public administration bodies in territorial communities and organizational and technological support of their activities. The object of research - the processes of management of public administration in local communities. The subject of research is the improvement of organizational and technological support of public administration bodies: functional and activity approach.
To achieve the goal and solve the tasks of the dissertation we used a set of general and special research methods, such as: an axiomatic method, an induction method, modeling methods, an activity method, a content analysis, comparison methods, organizational methods. The following approaches were used in the research process: functional-structural, normative, process, system, cybernetic, archetypal, activity.
The use of the above methods and approaches allowed us to solve an urgent scientific problem – the substantiation of theoretical provisions, the methodological approaches and the models for a comprehensive solution of the scientific problem of building the structure of public administration bodies in different territorial communities and improving the system of organizational and technological support.
For the first time the concept of organizational and technological development of public administration bodies at the level of territorial communities and the content of its main components, including the main provisions, theoretical and methodological bases of organizational and technological modernization, conceptual apparatus, content of organizational and technological modernization processes, description of their models are developed and substantiated. stages of development and organizational construction, analysis of the state and expected results. This allows us to identify and select a generalized set of the innovative methods, technologies and management processes and combine it into the model complexes in the shere of Public Administration.
A new model of building the organization of public administration bodies in territorial communities by innovating their technological and organizational support is proposed. The core of the structural structure of government is the technological platform, which is represented by a synergistic reflection model of the management system, which combines a set of interconnected set of functions and tasks of management, regulatory, information-analytical and socially important information, design and implementation of management actions carried out in the model blocks of the platform. It includes knowledge-intellectual, organizational, technological, information-analytical and financial blocks, which accumulate a set of the intellectual-knowledge experience of professional skills and competencies of employees, a complex set of the interrelated management tasks, methods, technologies and processes for solving them due to innovation and intensification of their organizational and technological development.
