In the dissertation, a theoretical and methodological substantiation was carried out and proposals were developed to improve the socio-psychological foundations of human resource management in the field of public service in Ukraine. Modern requirements for public service personnel provide that, in addition to professional and business, it has high moral, ethical and personal qualities. The need to implement the transition from the practice of personnel management, personnel management to human resource management requires study of theoretical sources and the formation on their basis in modern conditions of a new Concept of Human Resource Management in the field of public service of Ukraine.
Based on scientific approaches to defining the phenomenon of human resources management in the public service, the conceptual and categorical apparatus of human resources management in the public service of Ukraine is revealed, in particular the author's definition of the concept of «human resources management in the public service» and the concept of «socio-psychological aspects of human resources management in the field of public service». The two-dimensionality of the concept of «human resources management in the field of public service» is defined, which is defined, firstly, as a purposeful activity that involves identifying the main areas of human resources, tools, forms, methods and technologies for managing them and, secondly, as «process» in which public structures and individuals, public authorities and public servants interact, subject-object public-administrative relations are established.
The content and essence of the socio-psychological approach to human resources management in the field of public service of Ukraine are determined.
The analysis of the current state of human resource management in the field of public service in Ukraine was carried out, which made it possible to identify, from the standpoint of a socio-psychological approach, a number of systemic problems and ways to solve them. The analysis showed that human resource management in the public service of Ukraine is regulated by a significant number of regulatory legal acts, however, the existing provision for the development of legislation on public service and service in local self-government bodies is not complete, in particular, on the formation of the socio-psychological foundations of human resource management, and therefore requires changes to the current legislation and the adoption of new regulations that would comply with European standards. It is substantiated that today the process of institutionalization of personnel management services in public authorities is not completed and is not provided with adequate resources, there is almost no coordination work at all levels of personnel management, especially in areas related to career management of civil servants and local government officials, solving problems of improving the management style of managers and the style of work of employees, their motivation, social security and other issues within the competence of managers and personnel management services in public authorities and local governments.
The sociological study conducted by the author to identify problems of human resources management in the field of public service showed that most respondents do not consider their place of work to be prestigious and deprived of the opportunity for personal growth. At the same time, more than 50% of respondents supported the idea of creating a structural unit for social and psychological support in public authorities, a detailed unified model of career advancement in the public service and supplementing the staff with a specialist in psychological support of the public service. It is theoretically substantiated that an important aspect of management processes is socio-psychological knowledge, the role of which is practically not taken into account, and that special attention in the selection of candidates for public service should be paid to socio-psychological features that ensure their successful interaction with the public authority, as well as with the population and each person. Psychological and acmeological factors and motivational tools for effective human resources management in the field of public service of Ukraine are highlighted.
