Essay

The dissertation provides a theoretical and methodological substantiation of the public management conceptual foundations in the field of national and patriotic education in Ukraine. The set of conceptual provisions on public administration in the field of national-patriotic education is substantiated as a system of purposeful influences based on the perception of patriotism as a resource of public power and carried out by public authorities, local governments and civil society institutions at local, regional and national levels in order to consolidate the patriotic component as a subjective basis for the protection of national interests. The author's definition of patriotism is formulated: "Patriotism is a response to the impression about the quintessence of what provides vital needs now, will provide them in the future and self-identification." The classifications of state power resources are analyzed and it is proved that population patriotism is a resource of state power and national-patriotic education is a formation process of this resource. From the standpoint of genetic-legal, socio-cultural and anthropological approaches, the concept of patriotism as an attitude to the homeland is proposed. This conception is a valuable reflection in the minds and practical actions of people of the connection of man with a certain spatio-temporal, socio-cultural, national-state continuum. The concept of "system of national-patriotic education" is concretized and it is substantiated that its main elements are objects, subjects, goals, resources, means, socio-cultural environment, connections and relations between them. It is proved that the effective functioning of the national-patriotic education system involves: formation, development and mastering by population, especially by youth, socially significant values, citizenship and patriotism in the process of education and training in educational institutions of all types and kinds; mass patriotic work organized and carried out by executive authorities and local governments, civil society institutions; activities of mass media, scientific and other organizations, creative unions, aimed at consideration, coverage of the national-patriotic education problems, formation and development of the patriot's personality. The necessity of changing the existing paradigm of the national-patriotic education process "To cultivate love" to the author's version "Meet expectations and satisfy needs" is proven. It is established that changing the paradigm of the national-patriotic education process will allow to build such a formation system of patriotic consciousness, which will correspond to: the historical development of the emergence of patriotic feelings motives, the strategic course of our country to European integration in terms of learning experience in this area, final refusal from using the Soviet national-patriotic education model, objective trends in human development. The dissertation substantiates the focus of patriotism on people who are its main subject and object. The dialectical unity principle of objective and subjective aspects in terms of patriotism is conditioned by its functioning specifics. Therefore, the formation, development and implementation of patriotism organically includes, firstly, taking into account objective factors in these processes, and secondly, understanding and formation of patriotic ideas, feelings, moods by different subjects on the basis of their ideas and knowledge about it, as well as their own self-determination in the process of developing and approving it in society. The analysis of the European experience allowed to make the following conclusions: the level of the population patriotism does not always depend on the availability of a profile state program; in countries with a high standard of living there is a high level of patriotism and the dependence of the patriotic feelings strength on whether the authorities’ actions meet the expectations of the population or not; there is a different degree of influence on consciousness: from unobtrusive form to aggressive propaganda; various ways and methods of achieving the goal are used: from the creation of living conditions for the natural emergence of patriotic feelings to the formation in the minds of the idea that the existing living conditions are natural and unalterable. It is substantiated that the development of public administration in the field of national-patriotic education should become one of the priority activities of the state and institutions of civil society. The formation stages of public administration in the sphere of public administration in the of national-patriotic education sphere in Ukraine are determined: the stage of formation (1999-2004); stage of institutionalization (2005 - 2009); stage of conservation and inhibition of the national component (2009 -2014); stage of national-patriotic education intensification (2015 - 2020).
