The thesis is devoted to the considering of the problem concerning forming of the innovative leadership in public administration in the transition to a service-oriented state through the definition of priorities for its development, development of conceptual approaches to implementing innovative leadership in public authorities through priorities and culture of innovative leadership.The results obtained in the course of the research confirmed the hypothesis put forward at the beginning of the work, and their generalization made it possible to formulate conclusions and make proposals that have theoretical and practical significance. The practical bases of formation and development of innovative leadership in public administration in the conditions of transition to the service-oriented state are formed. Methodological approaches to the implementation of the concept of innovative leadership in public administration have been developed and the priorities for the development of innovative leadership in public administration in the transition to the model of service-oriented state have been substantiated. These approaches are revealed through the definition of key values ​​and specifics of innovative organizational culture, which is favorable for the creation of innovative products, services and processes, which, unlike existing approaches, contains details of the implementation of service organizational culture in the public sector.
