Polianska Y. Improving public administration of the system of socio-economic relations in the territorial communities of Ukraine

The purpose of the dissertation research is to develop scientifically sound ways to improve public administration of the system of socio-economic relations as an effective means of improving the effectiveness of public administration in local communities in terms of reform. The object of the study is the socio-economic relations that develop during the interaction of public administration bodies with other actors in the development of territories and communities. The subject of the study is the improvement of public administration of the system of socio-economic relations in the territorial communities of Ukraine. The theoretical and methodological basis of the dissertation research was the application of general scientific and special methods of scientific research. The systematic approach is the methodological basis of the entire dissertation and is used to solve most research problems. The dissertation work is a complex scientific research of theoretical and methodological bases, and also foreign experience of development of public administration of the system of socio-economic relations. This approach provided an opportunity to solve an urgent scientific problem - the development and justification of theoretical provisions, methodological approaches and ways to improve public administration of the system of socio-economic relations in the territorial communities of Ukraine. For the first time, a set of scientific provisions, approaches and tools was proposed that will improve public administration of the system of socio-economic relations in territorial communities through: the use of the system of socio-economic relations as a means of improving public administration; development of the Program of formation and development of the system of socio-economic relations; concluding a multilateral agreement between the parties to the relationship; application of the project approach during the implementation of socio-economic relations; creation of the Economic Council; definition of a clear list of criteria and performance indicators of the system of socio-economic relations; supplementing the Program of formation and development of the system of socio-economic relations with a section on communication relations and tools. Improved the conceptual and categorical apparatus in the field of research, namely: the author's definition of the concept of «relationship», which is defined as a stable relationship of two or more entities that arises within a system and in relation to a particular subject, has a relevant thematic focus and clearly formulated the goal, based on the principles of equal mutually beneficial partnership of the parties, and aimed at obtaining the expected result or benefit for all parties to the process; and the concept of «system of socio-economic relation», which is a set of interconnected and orderly elements of communication, due to material conditions that arise between the subjects of social interaction, have a common object basis as ownership of the means of production and affect the social and economic development of a particular system; basics of substantive and elemental development of public administration of the system of socio-economic relations in territorial communities, which revealed the need to align organizational and management documents and their standardization according to certain criteria developed in the organizational and practical aspect; a list of key criteria and performance indicators of socio-economic relations in public administration at the level of territorial communities, in particular: indicators of end effects and direct results, productivity, sustainability, efficiency, as well as key indicators of socio-economic development. Got further development the approach to evaluating the effectiveness of public administration of the system of socio-economic relations in organizational and management documents of public administration bodies in territorial communities, which confirms the lack of management of socio-economic relations and existing problems in establishing a systematic and stable relationship between all parties; methods and forms of implementation of the system of socio-economic relations of public administration bodies taking into account the practice of foreign experience in terms of interaction with civil society institutions, business enterprises and in the field of delimitation of functions and powers of public administration bodies.
