In the dissertation, basing on theoretical generalizations and the analysis of the practice of public administration, there is resolved the scientific task concerning substantiation of ways and means of the state facilitation of the development of education in the sphere of physical culture in Ukraine at the regional level by coordinating with the processes of decentralization and local self-government reformation, activating the role of public associations of physical culture and sports in Public management by the sphere of physical culture and forming the health-promoting competencies, improving the quality of training and use of specialists in the sphere of physical culture through regional characteristics and needs.
The dissertation investigates the theoretical foundations of state facilitation for the development of education in the sphere of physical culture at the regional level by analyzing scientific papers, clarifying the conceptual foundations of public policy, the legal basis for promoting education in the sphere of physical culture and the methodology of a comprehensive analysis of the subject.
A review of the scientific research of the state facilitation for the development of education in the sphere of physical culture made it possible to find out that in the field of knowledge «Public administration» issues of theoretical and methodological bases, system and mechanisms, the optimum and effective structure of public administration of the physical culture sphere and regulation of educational activity in this area are well-studied; but the issues of state facilitation for the development of physical education at the regional level are insufficiently studied; specify the subject of the research and determine its sequence; make theoretical generalizations about existing scientific developments, which should be used as methodological support for the study of state facilitation for the development of education in the sphere of physical culture at the regional level in the conditions of decentralization and reforming local government system and the territorial organization of power in Ukraine.
The generalization of the conceptual principles of state policy, the legal bases for promoting the development of education in the sphere of physical culture made it possible to clarify the legal aspect of the content and forms of state facilitation for the development of education, the peculiarities of its implementation at the regional level; to establish that ensuring the proper development of education in the sphere of physical culture is a comprehensive solution primarily to education and physical culture, and therefore the management system in this area requires coordination of the activity of authorities of general, intersectoral (functional), sectoral (special) competence at central, regional and local levels and relevant structures of local governments, which should be established at the stage of state policy development; to find out that the coherence of the activities of public administration subjects and its effectiveness concerning the development of education in the sphere of physical culture is fundamentally formed on the awareness and recognition by them of the social sense, the importance of the tasks and the area of personal responsibility for them; substantiate the necessity for better coordination of interactions between the subjects of the sphere of education, physical culture and sports and public authorities and local government bodies for ensuring the implementation of the social role of physical culture as an essential and integral part of the educational process at the educational levels of preschool, general secondary, out-of-school, vocational, higher education; and in informal education, self education, adult education and lifelong professional learning; to prove that the development and implementation of tasks and measures of state policies for promoting the development of education in the sphere of physical culture should be built in the area of implementation of the Strategy for the development of physical culture and sports for the period up to 2028.
The dissertation analyzes the state and trends of state facilitation for the development of education in the sphere of physical culture in Ukraine in terms of the definition of the structural and functional mechanism of state facilitation for the development of education in the sphere of physical culture at the regional level; state and prospects of development of education in the sphere of physical culture in Ukraine; educational component as a determining factor in the development of major spheres of physical culture.
